For export/ import of any type of plant product permission must be taken from Plant quarantine/ plant protection organization of that country.
Any exporter/import who wants to export/import of plant products need to get registered at Plant quarantine department or equivalent organization of their country, they can register themselves by approaching nearest PQ office and submit required form and documents (can be applied online).
First exporter or its CHA has to apply online for Plant Quarantine inspection (PQ)/ Phytosanitary certificate in website

They need to submit all details of that shipment or any particular shipping bill. Consignee details, invoice details, cargo description, total value etc. needs to be filled at the time of application.
Once cargo is stuffed in containers or cargo is lying at warehouse before stuffing and PQ application is submitted online by exporter or its CHA and they requests PQ officials to conduct the inspection. PQ officer comes at warehouse or CFS where the cargo is kept and inspect the entire cargo and draws sample, after testing the samples they issue PQ clearance letter / No objection certificate to Customs, that copy needs to be submitted to customs along with remaining documents. Without PQ's NOC customs will not clear the cargo.
However there is a provision which is rarely in use, if in contract/buyer-seller agreement it is mentioned that "Phytosanitary certificate is not required" or similar clauses then it needs to be submitted to customs then cargo can be cleared without PQ clearance.
After PQ clearance CHA needs to approach the PQ office to collect Phytosanitary certificate, the details in that certificate will be fetched from the application submitted online.
Import permit:
(If applicable Import permit no has to be mentioned on Phytosanitary certificate)
There are some countries where import permit has to be taken from Plant protection/Plant quarantine or equivalent organization for import of plant products, once contract is signed immediately one proforma invoice will be given to buyer by seller, buyer will approach PQ offices at the destination and request to issue import permit based on given proforma invoice. Once Import permit issued the scanned copy of that will be sent to the seller/supplier/exporter who will pass the same to their CHA, CHA will approach local PQ office and provide copy of import permit while submitting the documents after online application, PQ office will mention that import permit no on Phytosanitary certificate.
Please be advised that If importing country implements/issues Import permit then the Import permit no to be mentioned on Phytosanitary certificate mandatorily.
